Just a yes or no question. My hardstuck silver-gold eune IRL friends keep yelling at me that I'm playing an easy champion and they could easily do the same whenever I oneshot someone in a game with them and we ended up talking about making a poll in the Boards.
He has a pretty linear kit so i would say yes, although linear as he is, think of it like Darius. There's the bad Darius players who don't understand how to play the champion even though he's linear, likewise with Kayn. So yes i would say he's a low skill floor but med-high skill cap. 
I can't play him for the life of me because what direction you decide to take with his abilities seems to be potentially lethal. Like if I ult someone with half health and decide to go away from the teamfight as I click out that may decide weather i live or die.
His mechanics aren't very difficult, but you do need good game knowledge to do well with him
There are no hard champions to play in this game.
