Report and chat restrictions in general

Why is it more acceptable to run around in fountain avoiding afk penalty and never getting punished versus calling these people out and getting chat restriction? Battle.net had no type of chat regulation for years and everyone had fun because they weren't a little baby and just played the game competitively.

Now (actually you have for a long time) you have people holding games hostage and knowing they won't ever see any type of retribution for their actions, but people who are actually trying to have fun and play the game get punished. It is a horribly skewed system, if you are going to set regulations in place, you need adult moderators and not some 13 year old deciding someone's punishment.
