Why Was Vlad Nerfed (Legitiment Question)

So Vlad was at a 46% winrate. I am a vlad main so I still did decent as him and won my lane often. But in 6.18 they decided to nerf him more?? Now I feel he is unplayable. I mean I get it people actually know how to vlad in lcs but I mean my main is basically unplayable. Plays used to be a high risk/high reward kinda thing. If you could jump in to their team ult and heal in time, you would make a play. Now you cant even heal with the nerfed q. the only way I get kills is if I get ultra fed or poke 24/7.
