Why not, he scales pretty good off of both AD and AP. the active gives him some peel, and it does a decent amount of active damage. It's everything you could possibly want. Don't downvote just cause. Just think about it

Hmm I guess. Although I did play a bot game while building it. I mean it's a bot and bots are weak and stupid but it still seemed like a very good buy, will have to try it in a normal and see the outcome.

I don't consider him AP, aside from maybe his ult that can deal more damage? I'll give it a try some time, but I don't think AP items make sense for his kit.

His W is like 90% i think

His W is used for gaining speed so your team can secure the kill. It works as a mark, you hit them after casting it, you move in and hit them with an auto attack, then you gain speed.

I know but it still deals 220 + 90% AP damage.

edit: His W is 75% AP, His auto attacks are 10% ap. It isn't optimal to build AP but it is very do-able in laning phase, especially since his ult is also usable for an AP build. Remember, he is a carry right now and this could throw him into question as that role. He is squishy, so don't get it twisted. 962 over 20 shots is equal to 48.1 damage per shot, as physical damage. Don't forget his actual abilities, since that is what is important. His Q is the heaviest hitting ability aside from his ult, and that does no AP damage at all (it's all physical). His E is just a dash, so forget about that. Don't forget we are in a meta of tanks, his ult is really strong against them

So back to your original question, hextech on lucian? no. Hextech items are useless for lucian unless it is gunblade. This champion is based on auto attacks, so his base damage HAS to be strong for him to 'go off'.
