They almost never release anything the moment they patch comes out. If they do release something its usually around the afternoon of where they are located. So if they were to release him today it probably wont be for another couple of hours.

I was wondering the same thing. I thought champs were always released right away with the patch, I know skins usually come out periodically through the patch but not. Can we get some infor Riot?
