Udyr cant proc Essence Reaver

Udyr does not have ultimate ability and this item is suppose to be made for him since he is kinda mana intensive champions

He should be able to proc Essence Reaver passive. Lets say if you hit enemy with any of Udyr's ability you gain essence reaver passive

He doesn't have an ultimate. Why would he be able to proc ER?

How would he Proc ER, his R is just a basic ability? If it was restricted at being available at 6 and not before maybe but the mana regen should be more than enough especially top lane udyr.

Udyr has never been able to proc items that required an ult before, why should this be any different?
