Does Brand outscale the other supports at bot?
Instakilling the enemy adc or apc or squishy support is useful right? What do other supports (name them please) do better?

Lots of other supports do lots of things better?
Leona is a far better peeler and wombo combo set up(er). Soraka can keep a key target alive in fights much longer same with sona. Nami has better mid-late game teamfight presence ...the list goes on and on.
Death is of course the best cc, but i would much rather have a leo than brand if i know the game is going to drag on at all. Late game leona jumping on a squishy face is going to be a lot more useful than brand's somewhat unreliable damage outside of lane
One model of bot lane defines three types: poke, sustain, and dive. Brand is what we call a "Poke" champion. Poke champions dominate the lane by slowly lowering their opponents' health until they retreat or get ganked. "Sustain" champions simply heal that damage as it comes, so Sustain > Poke. But Sustain champs tend to be squishier outright, whereas Dive champions tend to be tanky and have good burst damage, so Dive champions simply jump in, lock them down, and kill them. So Dive > Sustain. But Dive champs have little way to regenerate, so Poke > Dive.
Honestly I really don't like that model. Most 'Sustain' supports are also 'Poke' supports. If I'm Nami 85% of the time I'm trying to get 3 E procs off of you, If I'm lulu your tanking Pix and his glitterlance to your face, If I'm Sona you got that Q, empowered AA, powerchord pushed at you. I'm still going to negate damage.
Also Dive champions would seem to include Alistar, who is also a sustain botlane.
I think its a much simpler system of "Offensive/Defensive". There is a few supports with a mix of both (ex.
) but they are generally seen in other lanes due to this. Offensive usually are heavy on crowd control and great debuffs. Defensive usually have lots of buffs to allies and heals.
Offensive

Defensive

Offensive is generally more supported since a game will never end and draws on for a long time when there is a lot of Defense on a team. Poke, Dive, and Sustain are more sub-categories, two going into Offensive and one going into Defensive usually. Supports generally only fit into at most two of these categories. One that fits into all three would either have to be only moderate in each or be too powerful. Also, self-sustain does not count as Sustain since then only you will be kept alive and that is not your job as a Support. Sona is all three and does a decent job at all three, hence why her win rate is so high since majority of the time she will win since she can be good in nearly any match-up, only doing bad usually since she is decently squishy.
tl;dr If there is ever a Ranged Tank Support that is good at Diving, Poke, and Sustain, they will destroy bottom lane. Some say Thresh is this since his shield can be sustain, but it isn't enough in my opinion since it has such a high cool down and SHOULD be used for other uses majority of the time (GRAB THE LANTERN).
So Brand is more of a Poke and Dive Support although his stun is hard to hit. Currently, Annie outclasses him really so I wouldn't recommend him.
Annie?
It depends on what you want to do really. Brand is incredibly strong if you can land all of his abilities and he is a lane bully, so in terms of just dominating lane, he has no real competition outside of Zyra and Annie. If you are running a full AD team, any AP support is viable as you can just go sightstone and rush AP after. Outside of that, Brands CC is lacking compared to Annie/Zyra and his CC is more difficult to land compared to Annie/Zyra, so his utility isn't as high. He does peak incredibly hard early, so if you can snowball out of control, you will easily be able to dominate lane, but experienced players will know how to deal with his pressure and it will be a LOT more difficult for him to make plays and snowball his lane.
Overall I'd say Annie would be a better choice. I like her better and her CC is easier to land. I will say, though, that I am incredibly biased against Brand because I REALLY dislike his ultimate, his requirement to landing his stun and because of this, less utility(I prefer utility in support role).
Vel'Koz does pretty well for killing, and has more CC.
Instakilling the enemy adc or apc or squishy support is useful right?
So in League of Legends you have 3 lanes, a jungle, and 5 champions. There's this really cool champion in the middle lane a lot of the time he's an assassin or an APC (which most of the time might as well be called a mage assassin), and his sole job in a teamfight is to instadelete the enemy team's assassin/apc/adc before they kill you your team. Like we put him in a place to roam so he could shut down the carries early, we give them ultimate abilities that practically 1 shot squishies so that they can instakill the enemy adc/apc. They have burst damage in places other than their ult so that they can chunk down all the squishies and not be out of the fight once they take down one.
What do other supports (name them please) do better?
What supports do a better job at being a midlaner than a midlaner? None of them.
is useful right?
Well I mean it's useful if you have a 1/1 Yasuo in the midlane, but then again anybody is more useful than a 1/10 Yasuo in the midlane. What you're missing by going a "support" that is there to do the same job as your midlaner (and some extent your top/jungle if they're bruisers) is that not w you have a 5/0 Kassadin and a 7/1 Nidalee on the enemy team because as soon as they chunk a spear you can't stop nidalee from mega pouncing forward for the kill, you don't have any heals/shields to save them, and then Nidalee is just gonna cougar pounce away because you lack the cc your team needed. If you want to play a midlane oriented support that does damage go someone like ZIlean or Karma. They have actual team utility, they have the support capabilities to save their teammates, they demolish people with their teamfight damage. Hell even Morgana is a better support option than Brand.
But 12/10 times I'd rather that a Nami on my team than a support Brand even if he's wrecking face.
