What are some solid safe picks for Top lane and Jungle?
I have a champ pool of Top: Cho'gath, Garen, Ryze, Rumble, Jax Jungle: Volibear, Amumu, Shaco, Jax, Gragas
Thoughts?

If your positioning and awareness are excellent its hard to be much safer than rumble and cho gath. If those skills aren't up to snuff though expect to be punished pretty hard for those champs basically auto pushing the lane while farming.
Jungle picks don't get much safer than gragas. Able to do anything a jungler should be able to do, has early game presence and acceptable gank ability, good but not great clear rate, scales well, is mobile.
Is the safest top lane I know, you reach that unkillable state very quickly then can have a big impact on teamfights.
isn't exactly safe, her first jungle clear is actually quite bad, but she has a ranged Amumu Ulti and is more mobile than Amumu. gets around the map gets into ganks with excellent CC.
Lose lane/win game... again not safe in top lane gets hurt badly in lane.. but is an absoulte monster in teamfights and around objectives with even with very little gold. As a Jungler he is actually better, fairly slow but safe and sustained with powerful CC for ganks.
Is one of my favourite champions. In top lane he as fallen out of favour but he is still quite good, he lacks the damage he used to have but still has ranged farm/harass. I personally prefer him over Cho gath. He also always gets his man with his twisted advanced. In the jungle he isn't quite as powerful as he is working with less gold, he isn't quite as sustained as Nautalis but he does more damage gets into the back line more effectively.
Kennen & Gnar are probably the safest top picks that are considered high-tier. There are some champions uniquely capable of effective timing attacks vs Gnar, moreso than Kennen.
As far as safe melee picks go: Irelia, Renekton, & Poppy.
Safest junglers, without a doubt, Nunu & Olaf.
