Why is there never talk of buff/nerf ing specific Junglers?

Instead of the giant sweeping changes to the jungle?

We can all agree that the game currently, and has for a long long time now, favored spam ganker style junglers that don't need to farm camps beyond buffs and scuttle. to name a few.

Power farming junglers was something stated to be coming back as a viable playstyle with the pre season changes yet many have noticed that in fact the spam ganking has become even worse while power farm junglers still can't farm up their level 6 power spike in time.

Why not specifically target the spam ganker junglers to deal less damage to monsters and give the power farm junglers more damage to monsters? Simple little things like this that reinforce their jungle style without making them useless or broken OP.

For instance, nerf passive damage vs Neutral monsters and buff W damage to Neutral Monsters. Little things like this that shift the champion more into the jungle style they were designed for without changing anything else and throwing the game completely out of wack again.
