I actually really like the Swain changes

Sure, he may be rocking a 38% win ratio but he has genuinely become more fun to play as while also providing a healthier experience when playing against.

The thing is, Swain had to be kept in check with abysmal wave clear, poor last hitting and high mana costs not to become overpowered. His array of strong DoT's and insane healing made him have to be held down but the changes introduced in 6.9 gave Riot a lot more opportunities to balance the Master Tactician.

By giving his Q less reliability but providing great Wave clear his laning became less frustrating since it eliminates the pain of trying to last hit with abysmal AD and slow ass AA animations/projectiles. It also made it easier for enemies to avoid its damage, which is perhaps the reason for him having a low win ratio but even though it sucks to have your main damage become so easily avoidable it did more good than harm (Seeing that its damage is getting buffed anyways)

The changes to his E being a flat 20% damage increase removed Swain's reliance on leveling it as well as the rather unhealthy point and click E spam that could bully a lot of Melee tops when they tried to go in for CS. Its damage is a bit too low though, sitting at 170 base at level 5. Still, it being a flat 20% damage increase opened up a lore more diverse Skill orders. Maxing Q is a great way to maximize your wave clear and damage while W provides burst and CC, either way, W being maxed earlier makes it finally more useful than when Riot nerfed the root duration.

All in all I feel Swain's changes are a step in the right direction and made him more enjoyable to play as and against, fine tuning being able to make his win rate settle around the 50% mark and what I've seen on r/Swainwains there are a lot more changes in store for Swain that will really help him out.

I personally don't care much about a champion's power as long as they're fun to play as and Swain, although being a bit on the weaker side, has become one of my favorite mages in patch 6.9.

I don't even disagree with you but talking about "fine tuning" him when his winrate is at 37% is a bit ridiculous. People also should keep in mind that he used to have a winrate of around 54% before Season 6 mastery changes and the nerfs to his W.
