Second Wind is by far the least picked (and least valuable) rune in the game. Could it get a rework to actually give it a place in the game? At the moment you NEVER, EVER want to pick it over one of the other two options.

Most laners use ignite, so volibear's passive doesn't really heal at all during the laning phase. Once you have 3000+ health and a spirit visage is another matter, but the game is practically over by the time you get there.
