It actually doesn't hurt as bad as you would think. Judgement is still just as good at clearing minion waves, and during most fights the effects of this are pretty difficult to notice.

The only time you really notice is during the early lane phase. Standing in your opponent's minions is no longer a good way to bait them into an early fight, as you can't clear their minions and have only yours left to do damage with.
