Got an idea for a support mechanic: steal stats from the enemy, give them to your teammate

(This is not a concept itself, so it doesn't belong in Concepts & Creations... yet.)

I've been wanting Riot to introduce a thief Champion for some time now, but a lot of hurdles get in the way of it. Either a "thief" is too generic, or people immediately say "shut up, we have Talon and Trundle". But I still want to see some sort of Rogue-like Champion in the game that isn't obsessed with knives (looking at you, Talon).

I'm thinking a support Champion who can pilfer enemy stats and then transfer them to a teammate could make for a very interesting Enchanter-class Support. No one in the Support roster can do that whole stat-stealing thing, and Trundle can't transfer what he steals to someone else. Plus this kind of mechanic could be just the thing for letting a team get an out-of-control Jax back under control.

But I need to know if the idea of stat-stealing is something Riot would allow, or whether it's considered dicey.
