For normal games, why is there a MMR at 30 but not 1-29?

This seems very counterproductive to me. It seems like this screws over new players to the point where they will be learning the game at 10% efficiency since they will be paired and pitted against with smurfs, people who have medium to high elo main accounts, people who stomp new players. Not only this, but the smurfs tend to flame much more and make new players feel bad about themselves, possibly make them dislike the game.

I understand that the introduction of MMR would result in deadly high queue times for everybody leveling from 1-29, but can't there be a middle ground for this?

Most of the smurfs who flame are actually bronze or silver smurfs. If they say they are diamond, lol... most diamonds recognize that other people won't be on their level so they'll stay quiet.

There is a mmr at level 1-29. Problem with that mmr is a lack of players and the fact that a 10 level difference can mean more than a league difference in mmr. So the system is forced to select players from a limited range of levels, from an already limited pool of the people playing smurfs. It is no suprise it it hard finding others in your own mmr.

I have a single smurf account and I can assure you that I have not played against any beginning players since level 6. If anything praise the system, that it is able to detect smurfs, match them with other smurfs, and then even match them so bronze vs diamond happens rarely.
