Aside from 5.22, I just opened league of legends and afk for a few minutes, when I came back I heard the ding and I was asked about the terms of service when i logged in.

So what was in the update?

I believe they said they were going to hot-fix a few things (i.e. Graves, Warlord's Bloodlust), but I thought that was going to be early next week.

Does the tooltip for Warlord's Bloodlust say that it only procs against champions now?

Nope, same thing it looks like. 2 second cooldown

Nope.

I think it was just to finish fixing things like PD and stuff they had disabled for awhile.

yup, they fixed that part, it only works on champs now

Nope, that's in the next PBE patch, Riot was busy hot-fixing Phantom Dancer.

yasuo and tryda's need to hit champs now to proc the warlord mastery, minnions/jungle creeps wont work
