Can Vlad have back his E's Laugh?

The shout and the laugh upon using Vladimir's E gave a lot of flow to his gameplay. Now, when he uses E, he unleashes a giant blood nova and acts as if nothing happened. There is no laugh or shout, just the sound of the blood. Inherently, i'm okay with the rushing water sound alone, but I think it would be better if the laugh still existed. Besides, the laugh fit well with the way his champion design and lore is.
