Do critical chance runes round ingame?

Will 0.93% (which is 1 crit chance mark) count as 1%? Or does the status just rounds things up aesthetically due to character space?

What if the RNG hits 0.986 at the time? Will that hit crit because 1%? Or will it not because .93%?
