But tbh I feel like if you do it right it may not be that bad, you have poke and cc. The only thing is you may steal a lot of cs by accident with your passive, but if you can get past that problem I can see it working.

In a duo premade hard-push lane might be a fun support to test out in normals and take to ranked IF you find a partner and synergy you can work with. With some practice he can push the wave very hard with his stars without stealing too much CS, and thereby give someone like, say, a weak minion backline to work with for Double-Ups, just off the top in thinking of combinations that would work.

But in most solo queue lanes or against a really good team it's probably awful, and for the same reason other mage-mid "supports" are frequently awful:

You have no sustain.

If you get seriously behind even once, you can't really CS as a lane well anymore, you're probably looking at a 20 cs and 1-2 level deficit and a lost lane.

There is a reason that supports in LCS are just about exclusively those with hard-save abilities, boring as it is. is basically the meta, and astute players will notice a similarity in those champs - EVERY ONE has a hard shield, high-quality save, and/or spammable heal.
