The problem with balancing.
The biggest problem with balancing is making sure that your ENTIRE fanbase is satisfied with the results of a balance change. Of course no one will every be pleased, but that's expected. RIOT'S problem with balancing is one simple factor.

I find the balance in this game, compared to other MOBAs, like DotA, HoN, etc, to be completely horrid. Balance is described as "a condition in which different elements are equal or in the correct proportions."
The problem that Riot HAS is that their idea of balance is "a condition in which different elements are equal or in the correct proportions according to professionals only"
Now, listen, inb4 "get better scrub", I shouldn't have to "get better" to have fun playing a game. I love this game, but the problem is, the more you release champions that lower ELO players can't handle, the more players are going to switch to other games. After 6 long years of this game, I'm contemplating moving to the new Blizzard MOBA, simply because this one is just becoming about PURELY the professionals.
I fully understand that this is how Riot makes money, BUT, you also make a vast majority of your money from Bronze, silver, and gold players, AND without them, you wouldn't have even gained popularity.
That being said, of course, you need to please your professional players, but sooner or later, and Riot knows this, League won't be popular anymore. The next gaming fad will come along, and everyone will stop playing League.
But to EXTEND that time, you might want to take your lower skilled players thought and concerns into consideration more than you already do.
My idea behind that, of course which probably won't be implemented as it costs $$$, is to create 2 separate balancing levels. Those levels are Tier 1, which is Bronze-Gold players, where you balance things according to that skill level. Once you hit Plat 5, you'd hit Tier 2, which is where you'd balance based on a professional level.
I KNOW this is possible, based on the "Urf only" changes. All you'd need to do is create 2 separate playlists, Tier 1 is only available to Bronze-Gold, and Tier 2 is only available to Plat-Master/Challenger.
Now I know the counter-argument is gonna be "But that then creates a gap between Tier 1 and 2 where you'd fail a lot at the start of Tier 2 since you're not used to the new play level"
Yes and no. Don't change the way skills work, just change their damage. Don't change CC times, or anything like that, JUST damage and purely damage. That way Bronze-Gold can be spent learning the mechanics more than just trying your best to climb through EXTREME adversity.
This system, obviously, wouldn't be flawless, but I believe it'd be more forgiving for those of us who want to climb the ladder but just can't because everytime we get used to something, it changes.
