Mages update was a long time ago and Tibbers change was the most reasonable thing? What about actual counter play to her non interactive oppressive combo?

The same counterplay as any other champion with aoe hard cc, don't clump together

The Annie rework was specifically intended to preserve this behavior. It is what they want Annie to do.
