Why is Ezreal so strong this patch?

I don't care what some whiners have said, Ezreal is not weak right now.

Here's the thing, I'm a support main and one of the things I've always hated having to do is support Ezreals, because they never reach a point where they're strong, they just poke for okay damage, rush Tear and gain no damage, and then transition into late game where the enemy frontline is diving us or their carries are just zipping around his skillshots, ect. This isn't to say that I've never had AD Ezreals that carried, they were just really rare and I always felt like they would have done even better if they'd picked a different champ.

But this patch... I don't know what it is, Ezreal is so strong now. Yes some Ez's have been rushing Essence Reaver and thus getting a nice chunk of AD instead of sitting on a Tear, but even Ezreals that have bought Tear have been pretty strong. Can someone explain to me what it could be that explains this?
