thats practically HALF and thats HUGE imo. please buff Manamune charge rate to be more reasonable considering a big push these past few seasons has been turning league into a turbo mode "get in get out" experience that practically ends a few minutes after Baron Spawns. completing Manamune on non-Ezreal champions is a total hassle and complete turnoff. the power-spike effect almost never comes into "play" on time anymore and by the time it does it feels like its too late to pay off or matter.
