Think on it: There isn't a single sub-class in this game that's mandatory to have in every single meta save marksmen. If they aren't good in a meta, Riot's forced to make them good.

And since they will never bring back damage soaking tanks, they have to overtune ADC's just to be able to function in meta full of assassins, fighters, divers, and bruisers.

Despite overtuned numbers, they are still struggling to function. ADC's need tanks and tanks need adcs

This is objective and inarguable and it ruins the game for me.

I also think the whole "but theyre low agency" thing is a complete dumb copout and isnt supported by winrate, pickrate stats or any other kind of numbers on strength. If it was wed see less of them in pubs.

Yes, there is, and it's a support. In neither case is it about champion interaction either, but map interaction. Adc for taking objectives, support because the map doesn't produce enough gold for five players.
