Who thought it was a good idea to buff Olaf back up?

He's constantly problematic, intentionally nerfed to reduce his presence because of how low his skill floor is. He gets buffed back up, every game I've seen him in, he's 3k+ health running behind turrets with reckless abandon killing people and just walking away. Has anyone else played against him and had a similar experience? You don't see him often, but when you do, he's definitely a nightmare.
