lethality is a form of armor pen that scales based on the level of the target you are facing.
so if a support is lvl 4 and the mid is lvl 8 you have more armor pen vs the lvl 8 then the lvl 4
Ok, so it's lategame armor pen then. How well does it compare to flat out armor pen? Does it ever become better?
its like 70% of regular armor pen
Starts out at 60%
So 10 Leathility is 6 Armor Pen vs a Lvl 1, at 18 it would be the full 10.
The thing is, Flat Armor Pen doesn't exist anymore. There isn't a single thing in the game that directly gives Flat Armor Pen, so Lethality and Armor Pen don't compare.
Lord Dominik's Regard +35% Armor Penetration
FLAT Armor Pen. 35% is Percent, not Flat. Plus, this thread is a year old buddy. ^^'
10 Lethality means this (provided my numbers are correct, I'm not, sure I remember correctly):
Physical damage sources ignore 6 armor of the recipient when damage reduction is being calculated, plus an additional 0.235 armor for each level the target has earned beyond level 1. If the target is level 10, the armor ignored would be 8.117. At level 18, the armor ignored would be 10.
The important things to remember are:
Lethality is only flat armor penetration at a minimum of ~60%. Lethality checks the recipient's level and armor. Lethality is best for squishy targets, the %armor penetration items are meant for fighting tanks.
All item/rune sources of flat pen became sources of lethality, and lethality is essentially scaling flat pen that scales with the enemies level rather than your own.
There is more lethality on items/runes than their was flat pen on items previously, so while lethality is like reduced effectiveness flat pen until level 18, since theres more of it the 'break even' compared to pre-lethality is much sooner (level 12ish if I recall, may vary with source).

It was lvl 12 with the old Lethality %'s (starts at 40%), so I think it'll be sooner now.
It was meant to balance assassins and curb their snowball. It was OP at first, then balanced for assassins but abused by ADCs, and now even Assassins won't touch it with a 20ft pole unless it's youmuus.
nub xD
