My god, I hate this ability. This is what makes him a nightmare to fight against. Yes his E is annoying, but the amount of burst that comes from his W (combined with the on hit application from his Q) is really goddamn annoying.

So? 30% AP ratio on an auto attack is nice. It's not enough to kill a target on its own but it definitely gives Fizz lasting power in a fight if he's left alive.

The minimum damage it can deal with no bonus damage stats, assuming the enemy also has no resistances, is 68. You might as well say that Wukong's ult is terrible because it only deals 20 base damage (80 for a full channel).
