pbe thoughts on jacey changes

so you can read the changes to jacey and that they make his ult a passive that you never need to put points in. basically means he can level his other abilities 6 times. i don't play much jacey anymore but its really nice for him. BUT i play a lot of elise and i feel that this just have to be given to elise. this would be and excellent to buff elise and give her the love she needs. it already feels super shitty to put any points into her ult.

If you compare the changes to Jayce head-to-head, Jayce is weaker pre-6 and stronger at every point once he hits 6.

So at level 6, in exchange for slightly increased cooldown on Hyper Charge, Jayce gets increased damage on both Qs, lower cooldown and stronger slow on Hammer Q, and increased AA damage after casting Hyper Charge.
