No jungler should be allowed to just ride the river

Just walk up and down the river without having to farm and go lane to lane for easy ganks. The jungler is in the jungle. His lane is the jungle. It's should be just as risky for him to come into my lane as it is for the opposing laner. Until late game, the jungler should be forced to jungle, only ganking when the right opportunity comes along. Me leaving my turret at any point should not be the right opportunity. Hit the jungle harder. His opponent is the enemy jungler, not my lane.
