Why are summoner spells and Team Builder limited at certain levels?

So I was making a smurf to use on the FEK Roleplay boards and I couldn't use all the SS's and I remembered. So like, why's that there? There's no reason. At least, none that I see. The biggest thing I see is them failing at using spells and using them stupidly, like randomly igniting or using barrier to block simple poke or something. And why not let TP? Not much you can fail on with that except TP'ing really close but that's just plain dumb, and keeping it level-restricted isn't gonna help anything.

And the same thing went for Team Builder. Why's that level restricted? I get until level 3 so they have some experience with bot games but... why level 25? Team Builder could be a good thing for newbies because they can spam their favorite champ and learn them really well rather than being forced to choose someone else because they didn't call role fast enough.

IMo the only viable answer to why summoner spells AND tier 3 runes are restricted to level is to encourage the purchase of EXP bonuses subtle as its kinda a HUGE disadvantage being the only guy who cant grab flash or being the only guy who cant get a solid rune page. The team builder...idk man.

because they can spam their favorite champ and learn them really well rather than being forced to choose someone else because they didn't call role fast enough.

That might be part of the reason? o.O

I think Riot wants players to learn how to communicate and compromise in champion select, varying their roles a little, instead of playing only one thing (I still remember when I was a fresh noob and there was a Master Yi autolock every game).

Maybe I'm wrong, but eh. 25 is a bit high, though, I think 15 would be fair tho.

Yeah but as a lower level, or even elo(speaking from experience here), you can't just pick a champ and know them instantly. ESPECIALLY as a lower level when you barely even know what your abilities do let alone the specifics. I first started a couple of years back, but then I quit for a couple years and then came back just last year. All I remembered doing was playing Master Yi so that's what I did. Just played Master Yi... all the time... any lane. Had no idea what I was doing. But because I played Yi so much, even though I built 2 boots and rushed a bunch of Blood Thirsters for the lifesteal(not even joking that was my standard build path after getting BotRK), I usually got at least a 1 to 1 KD ratio(usually with assists to add). Now obviously Yi is just like that but, still, its a shitty build but back then I'd played him enough to figure out by level 15-ish that Q'ing made me untargettable and I could juke stuff and that using my W would negate damage.

However if I played anyone else, anyone, I would suck balls. I played Jinx for the first time, and I had tons of fun with her but I screwed up so much and was so bad I got a KDA of like 1/5/0 for the first 5 games with her, and I thought her main source of damage was her Zap... lol
