Can there be a first pick queue or priority queue for PBE itself with its small population size?

Pbe really has been toxic from the start, and even more when they opened up the pbe to honorary level 3 and above Pbe is really only for people who want to try out whatever is new. When I joined the pbe this is what I had in mind, just wanted to try out skins. Maybe if riot had a better feedback system. Riot never listens to people in the pbe, so I guess its league without rp
