Lets just git rid of smite as a summoner spell and put it on a jungle item instead

Smite would be an active on machete, talisman, and all their derivatives.

Epic monsters would be vulnerable to only a single smite from each team once every 10 seconds. If someone on your team smites it, it takes 10 seconds before anyone else on your team can smite it again; although enemy team can still smite it (once per 10 seconds)

Given the fact that junglers would effectively have a whole 'nother summoner spell more than they have now, the jungle items can be focused more towards the utility of smite and away from raw stats. Different jungle items can make the smite active more versatile; usable in other situations (currently have a little bit of this, but could double down on it)

The jungle items would passively make you much stronger against the jungle monsters, to the point that past level 5 or 6, trying to doing more than one camp without at least upgrading machete or talisman would be practically impossible.

I'd be down to experiment with smite as something besides a summoner, but here would be some key problems if smite became an item active over a ss.

  • Anybody could have smite. Smite is the reason laners don't get jungle items in lane without an opportunity cost. If vayne has access to heal and bloodrazor, without a doubt she'd do it bot lane, however the fact she risk her entire laning phase lacking heal prevents her from taking it.

  • Predicting who the jungler is would be hard. What would the identity of a jungler be if even the support is capable of stealing or securing objectives.

  • Balancing junglers would be way harder, considering you'd have to worry about smite flash exhaust shyvana and flash ghost hecarim. Or cheese like ignite lee sin living in your jungle. Speaking of lee...

  • Tracker's knife, if smite is an active, how would the ward active work?

that would be stupid. We would not only have 4 items for any other item we want but it would be more gold and nobody wants that. Thats why some characters are ment for jg and some are not.

Not that it is a terrible concept or anything but why? I personally like smite being a summoner spell, it is easily powerful enough to be a summoner spell.

Not sure why this got downvoted other than people just generally disliking change. I'm not saying I agree with the idea, but it isn't a terrible one either.

Tormentula makes some good points, but Riot has done more radical things to the game in the past from season to season, so that isn't entirely justification to automatically shoot it down (not that I'm accusing him of doing this, but others are).

The main idea I dislike about it is that jungle monsters should be buffed just because of it. This would result in the items needing to be stronger, and invites unhealthy power creep into the game. The main reason non-junglers would generally want to avoid jungle items would be that they are not slot efficient. Forcing those items to be stronger undermines this--even if it is mostly targeted at neutral monsters, because those items still have to carry PvP stats in order to be useful to actual junglers.
