As a revered engineer, why is Heimerdinger's mana growth per level so low
It's kind of weird seeing Heimerdinger having lower mana than 95% of all mana champions at level 18.

Because his Q effectively doesn't cost mana
Because their title has nothing to do with balance. Unless you want Fiora to auto-win skirmishes or something and be considered balanced.
He is a Yordle of SCIENCE!
Not of magic and other such whimsical, hocus-pocus frivolousness.
Because Mana is magic and he's an engineer. He uses magic in his stuff, that doesn't make him magical.
His Q is most his damage, he also had(has?) Passive mana regen near turrets
