There are more than enough people with few champions, that having the free week guaranteed available PLUS the increased reroll rate all but guarantees you'll see any strong free week picks quite often.
I would also add to OP that we need to avoid very weak picks on free week as well. Give us a bunch of lesser played middle-above average urf picks for that time please.
