Have you seen Heimer with this thing? Not only does it make the siege minion near invincible but it's also immune to magic damage. You might want to look into this, because it makes minions wayyyyy too powerful, especially early game.

CDR and AP are what Heimer needs the most to put the turrets and have the empowered ulti available The new Banner of Command make him more useful to the team by just staying alive., but no, as dmage the old was way better on Heimier
P.S. This new banner of Command means the death of Locketof Iron Solari...I mean, Locket of iron Solari can just disappear as Banner of Command is just flat out much better, could they finally rework Locket and make it an armor item like it previously was?

Locket and Banner are still distinct enough so both will be used.
A) There are a lot of junglers and supports who don't use AP and would rather have the HP. B) The actives are vastly different.

The shield is nice, but you just pay too much stats for the shield alone, that isn't even that strong on a single ally And junglers taking Locket? Wut? Supports and Tanks take it, but tanky junglers are barely played right now(and the one played like Mumu or Rammus rarely take it because those junglers have items that fit way better their kit )
