Is Reksai supposed to be underpowered because of the devs not wanting her to be played?

Poor jungle sustain, lackluster damage, squishy, etc. Reksai used to be good before Riot decided "global teleports are toxic!", and now she's in a state where there are plenty better jungle picks than her.

I have to assume Riot nerfed her into the ground intentionally (no pun intended), so why is that?

Rek'sai was the last remnant of the type of design the new team despises. Easily balanced, but not overly flashy or "awesome looking."

Not an anime chick. Not some cool looking brooding type. Not some wicked character with an awesome dramatic story.

Therefore they will let her rot.
