Why is my lifesteal not lifestealing WTF

I noticed recently that I was not healing during fights and I was first like what the fuck? I kept fighting, building tons of lifesteal, but instead of it sustaining me I kept getting killed because My lifesteal wasn't doing anything. Then I notice it isn't working. It heals at best every 3rd hit. WTF RIOT.
