He's actualy less problematic than he was in the previous seasons. Just like Evelynn it's his stealth that cause so many snowballs. He also has a lot more counterplay now. Since most rengars useally go for the arpen build now. This makes armor extreemly effect against him. His build is also kinda liniar & because of the arpen build he's extreemly weak pre 6.

His build useally goes like this item 1400 item 3158 item 3142 item 3094. After that he kinda falls off and often has to build defensive items.

Well, he is strong because he is good at everything, that's why he will always have an impact and good pressure even when he's behind. Infinite presence (No mana pool, Built-in sustain), Ultimate is very versatile and can be used defensively (scare ennemy team/run away/4000 range reveal just to see what's happening or just to make sure nobodys is counter-ganking/counter-jungling you, or always easily take the optimal escape path) or offensively and has a low CD, Excellent at split pushing, Lane-ganks are just free with the passive (which is very laggy and allow very buggy jumps by the way), You can't really counter-jungle him, High burst damage output, etc.

Ult CD decay : 150->110->70s.

He is a very good champion if you want to carry solo Q 1v9, no doubt.
