why haven't the rift frog and duck icons been released yet?

The duck icon looks like a frog and the frog icon looks like a duck and this confuses me.

That duck might be the first icon I spend actual RP on.

I wish it cost 1 IP

By the way for those later to come, on the PBE everything is 1 IP so you can buy and test it quickly, even skins.

For anyone about to get into the PBE do not spend RP to obtain champions there is a bundle you're supposed to buy.

Weren't those icons exclusively for a certain event in Brazil? It was called something along the lines of 'The Hunt' in somewhere like Brazil and I remember going on the event website.
