Was Varus ever OP?

He was the first champion I ever played in League and I occasionally play him mid nowadays, but I've been meaning to ask if he ever had a "reign of terror" that literally every other champion seems to have had, or has he always been balanced (which in League translates to "meh")?

Actually yes, there was a time in Season 3 when he was a considered a very strong adc, one of the top 3. Pro's played him quite often. Then he got a love-tap right before worlds, and was never touched again till around Season 4, as a mid laner with hard to mitigate mixed damage. Rinse repeat, and only got worse as the game changed.

yup, early season 3 was basically ban draven, then pick varus or MF

then they nerfed his E so he couldn't max it first and he dropped off the face of the earth

he was played as a mid laner in pro play not too long ago. i think it was season 4.

and he was nerfed as a result.

he is still picked in pro at mid sometimes vs a Vladimir or Viktor as a cdr ad caster

He is specially good against Vladimir because of his E and damage based on health.

Since release he has only receive buffs, bug fixes and a single nerf to his E damage, he was never really op, I'm willing to bet he is actually one the most balanced champions in the game, he does what he is supposed to do well, and doesn't overdo where he is not supposed to.

Well riot kinda made him trash and refuses to give him a useful passive out side of farming and nitch situations

I wouldn't say a AS steroid for last hitting is trash, specially not on an ADC.

Maybe i was a bit harsh but the attack speed steroid is not very good IMO its so nitch because it only procs after killing something this nitch situation is horrible IMO it would be better if he could proc his passive by procing his blight as well and honestly his blight should be his passive not the attack speed steroid i played a lot of Varus but he gets out classed by a lot of other adc heck even before the adc up date he was one of the least played i was so disappointed when he had almost no changes in that update. So i quit playing him because his passive is a rock that sinks him for me

Well yeah, but at this point Varus is more comparable to Xerath and Jayce than Ashe and Lucian for instance, so while he indeed lack the DPS to match other ADCs, that's not really what he is supposed to do, he is supposed to poke the enemy and to stop the front line from reaching his back line, so while his passive doesn't provide that much support for his lane phase on the bot lane, its a massive steroid when he is fighting AP Mages that can't match his DPS in the early to mid game.

He was really strong Season 3 but he's really never been overpowered

Lissandra Ziggs Nunu ?

Lissandra is a powerhouse in pro play though. But if you're talking casual play she's always been an ok pick.

If you're good at landing his Q then he is downright oppressive against 99% of the midlaner pool, and has been for several consecutive seasons. If he's not overpowered then he's, at the very least, a very strong contender.
