Honor Capsules Deliberately Cheap?

Have only received 2 champ shards from honor capsules, first was Nunu and now Ashe, both of which are 450 IP champs and DE into 87 Blue Essence. Unlike Hextech Chests the super cheap champs don't come with additional BE.

Many other posts on here http://na.leagueoflegends.com/en/news/game-updates/features/honor-capsule-update-delivers-new-drop-rate in the comments with A LOT of players getting only 450 IP champs of Yi, Kayle, Nunu, Sivir, Warwick etc.

Can't even claim new players need these champs bc Ashe and Garen come in your first box while leveling, then you need to play quite a bit to even get to honor 3 at which you should have those champs

So this means the capsules only really give you 87 BE as a bonus since pretty much everyone has the 450 IP champs. Great

EDIT - If you've received a capsule, please at least post which champ shards you received in this thread to see if it really as that rampant.
