Can Balance team actually make Crit chance actually unique and rare again?

I remember when crit and attack speed was only on 1 item in the past which was phantom dancer (Correct me of i'm wrong if there were more). Phantom dancer was the only crit item adc built to earn higher crit chance which was balance which made the game not out of control but now the team who balance the game done fked up and allow power creep that people can get 2 of either .

ADC should not be allowed to get 80% of crit with 2 attack speed boost item + . Crit was a rare chance in the past and if enemy team want more crit % chance they would have to give up a AD space but with these crit % chance item it has added a layer of bull sh1t where they get practically crit non stop late game and a added benefit of a passive.

How did Riot allow their balance team to power creep the whole game to a level of utter B.S where ADC can have a chance to do 400-600 from one auto? It takes no skills or level of degree for a adc to auto attack so why do they have so much power? People have been saying they should take crit out of the game and I never agree but seeing the pure crap games where my game is snow balled and even worlds game snow balled by critical damage I actually agree now.

Crit used to be balance but the balance team itself made the balance broken it doesn't even matter if you have a tank now when adc critical them for 300 damage ever auto it's a matter of which adc can kill the tank faster or they catch a adc out.
