Question about when everybody on the team honors

There was one time since the new honor system has been implemented that I got a message saying something along the lines of "Everybody on your team has honored somebody. You all get a bit more progress on your honor level". That's not a direct quote since I can't remember exactly what it said. But I've only seen it once in about 10 games that I've played. So a few questions

Does this message not display if you get honored yourself? In that one game that I did see it, nobody had honored me personally cause somebody on my team had carried and gotten all the honors.

Or is everybody on the team honoring somebody that rare of an occurence? With Riot saying you gain more progress with honor level if you honor somebody post game, I've been choosing somebody to honor every game even when nobody impressed me. Are that many people not using the honor system that only 1 in 10 games had everybody on one team honoring each other?

Also, exactly how much progress is made from everybody on the team honoring compared to you honoring somebody or you getting honor?
