What’s the point of the “Soft Rest”?

Basically the title. It seems to me that everyone finishes promos at a lower rank than last year. Then you grind to get back to your last year’s rank or higher. What’s the point? I don’t see how this is making me a better player at league. Just let us all keep our old rank.
