Runaan's Hurricane is too stat efficent compaired to other zeal items
It is literally the only one that has a base stat efficiency higher then the gold cost and the passive is by all means better then Shiv in team fights and wave clear.

This is just the base stats no passive. but as you can see the stats given by Runaan's Hurricane are on their own more then efficent. It has higher attack speed, higher movemetn speed and can apply on hit effect from things like Sated or you guessed it Rageblade.
Riot can you lower the crit chance on Runaan's Hurricane to 20% considering that it is able to effectively out class Shivv for anyone that is ranged. Make people have to pick between these 2 items.
