Why buff Leona damage when you couldv'e added a mini slow to her W?
People like to play Leona as a Tank/Support with tons of CC. If persistent threat was an issue for her, why buff her damage when a mini slow to her W could have solved everything?

If you want moar cc you could just build a frozen mallet or rylais.
When did she get a damage buff?
Adding a slow to her w? Sure. I guess Riot could do that. Just ignore her short cd on her q, while having iceborn gauntlet, with her e as well as her ult (including exhaust). Just ignore all of the cc she has now and buff the w with a bit of slow. Im sure that would help her :^)
She has enough stuns. She doesn't need more CC
