You should unlock all runes and summoner spells at level 1, period.

Getting to level 9 was a struggle, for that's when you unlock the most important summoner spell of all, being flash. Playing against someone who has flash, whereas you have something like ghost, is just fucking miserable and unfun. They have way more kill pressure, escape potential, and all around more flexibility in the game, where it takes you 2 seconds for your ghost to even ramp up to it's fastest speed, not even factoring in that the champions you get for free offer no escape tools in their kits, being Ashe, Garen, and Brand. There is no learning curve behind forcing new players to wait until level 9 to realize that Flash in infinitely better than everything else. Half the low level games that I play in are souly based around who has more flashes, like last game where we lost because we had 1 flash on our team to their 5.

Unlocking smite at level 9 is also a huge pain in the ass, because more than 80% of the games under level 12 (Factoring in that not everyone is going to be the same level) have a duo top and a jungler on the enemy team. So not only is this fun for the 1 player who has to 1v2, lose tower, and and can't farm or learn at all, but it ruins the comp for the other team because they can't secure objectives like Dragon or Baron.

The more bigger issue of all though, is the fact that you have to be level 8 to even pick what rune tree you want to use, level 9 to choose which rune of that tree you want use, level 11 to change the secondary runes of said tree, level 15 to change your secondary tree and level 17 to finally hit the inspiration tree. Why? Why can't you just unlock them all from the get go? What is the purpose of this? I seriously cannot even fathom it, where is the learning curve? What is the thought process behind this? Let me put this into perspective: Bruisers are forced to take Grasp, meaning Gnar, Nasus, Darius, etc. Mages are forced to take comet, ADC's are forced to take Press the Attack, and if I'm not mistaken, any tank support is forced to take Grasp as well, which is complete bullshit.

Find a friend who has never even heard of League, and get them playing the game. And don’t give them any tips at all.

Then you’ll see why Riot staggers unlocking for new players.

The only people that are actually harmed by it are smurfs, and while Riot doesn’t strictly outlaw the practice, they aren’t really fans of it.

Your logic seems flawed because locking essential summoners just teaches people to play the game wrong and forces them to learn the "right" way after they had already learned to play around the summoners that weren't locked, and considering that flash is picked by most players and most champions in every elo, why bar new players from learning to play with this near ESSENTIAL summoner? All summoner spells should be available so players play the same game at lvl 1 that pros play in lcs. Forcing people to play cucked league and expecting them to grasp the game better because of the cuckinh? Have some faith in peoples intelligence. There are so many learning resources for league so stop with this archaic design flaw.

I've been saying this for years flash is arguably the most important summoner spell and not having smite doesn't mean people won't try to jungle it just means they'll fail when they do.
