So...does Stoneplate reduce the true damage you do or not?

Because if not then it's going to make Cho'gath a bit more frustrating.

No. Why would it? True damage cant be reduced. thats its whole shtick.

Because that's its shtick when receiving it. We've never had a self applied damage debuff before.

Its true that no damage debuff that I can think of is self applied, but there is no reason to think that it will work any different than Exhaust or Sona Powerchord W. Both of these reduce 'All damage dealt by the target' but true damage is exempt.

There was a whole bug about this a while ago where Sona Powerchord W was reducing true damage as well when it was not supped to, and it was changed so that true damage stayed the same regardless of damage buffs/debuffs. This seems to show Riot's stance that true damage should never be modified by sources outside their own scaling.

For RECEIVING. Stoneplate is the one with the active ability that grans additional size and HP at a cost of 60% damage output.

As worded, it SHOULD reduce ALL Damage being done by the user by 60%, that would include true damage, It would jut be a lower amount of true damage.

There's no reason to believe that Cho'Gath with Stoneplate's debuff would have his true damage act any differently than Cho'Gath being Exhausted. Riot has stated before that anything that reduces True Damage is a bug.

Again, there has never been a self-applied debuff before. Exhaust is not self-applied.

There have been self-applied debuffs via abilities before.

TahmKench 's Devour slows himself if he uses it on an enemy. It's suppose to Slow 95% , but it that self debuff is reduced by the item 3009 , same as if the slow had been applied by an enemy

We should similarly assume the Damage Reduction will behave the same for self debuff as it does for enemy applied debuff, which in this case means True Damage will not be reduced.
