Make Shield Duration a Power Budget Item

What if we made the duration of a shield an item in its power budget? The longer a shield lasts, the longer its recipient is protected, and consequently the longer its attackers must extend to reach them when the shield is down. When shields are re-applied, shield duration also narrows the window to strike a target when its shield is down. Therefore, it seems reasonable to balance shields around their duration as well as their strength, mana cost, and effects.

I am not just talking about Support shields, which reach such low cooldowns later in the game that only a fraction of a second separates one cast from another, frustrating divers and assassins. Riven has shields. Tahm Kench has a shield. Even Rakan has a small one. Balancing all shields around their durations could create interesting choices for champion design and itemization and, where duration is reduced, free power in champion’s budgets to enable those choices. Here’s an example of each one.

Design Janna’s E - Eye of The Storm -Duration reduced from 5 to 2 seconds. -Grants target 10-20% bonus movement speed based on percent missing health.

Janna is a defensive support, meant to protect a vulnerable hypercarry like Kog’Maw. Reducing her shield duration while granting movement speed scaling with missing health would keep her shields avoidable late but help carry trade and escape.

Itemization Redemption -Cooldown reduction removed -Healing and Shielding Power increase doubled from 10% to 20%

Ardent Censer -Healing and Shielding Power increase removed -Cooldown reduction doubled to 20%.

Redemption’s active emphasizes big plays. Removing its cooldown reduction but granting it more healing and shielding power, rarer early because Ardent Censer lost it, would strengthen this emphasis when it’s rushed. Ardent Censer, on the other hand, is a passive item that emphasizes slinging shields and heals. More cooldown reduction but no healing and shielding Power would strengthen this emphasis, too. Supports buying both items would reach the same 2-Item power but face a meaningful choice about which item to buy. Soraka, for example, would always want Redemption because of her health costs, but Sona would love Ardent Censer’s big CDR powerspike. Both would benefit from shielding supports being further from the meta, since they are healers.

Your thread title is a bit confusing. "Make Shield Duration a Power Budget Item" You mean "Make shield duration a factor that is considered when balancing abilities within their power budgets"? Because I would be pretty surprised if Riot isn't already factoring duration in when they balance a shielding ability.

You and I agree that 6 seconds is too long, but I don't think 2 seconds is fair either. That wouldn't keep the carry protected long enough to peel anything off him. The MS bonus would help, but it would make the rest of her kit far less useful for protecting her carry because Q has to be charged and W requires her to move up in range of the enemy, which takes a second for a backline support. Not a bad direction to go with it, but too far IMO. Another thing: is that 10-20% MS for 2 seconds or 10-20% MS while the shield remains active? If the former, you create room for skill expression for Janna: deciding when exactly to put the shield on. Does she use it instantly when the enemy dives at her ADC for maximum peel or does she save it until the bulk of the damage is about to land in order to block the maximum amount of damage? If the latter, Janna's room for skill expression doesn't increase but her enemies' does. It creates a new form of counterplay where the enemies try to burst the shield as fast as possible in order to prevent the MS boost from saving the carry.

Your proposed changes to Ardent and Redemption would theoretically make Redemption the pick for stronger shields and Ardent the pick for faster shields. Except Redemption doesn't give AP, which is the stat shields scale with, so it would make Redemption more popular with tanky supports with heals (Taric, Alistar), and less popular with all shield supports. Ardent would remain the item of choice for shield supports even without the heal and shield boost because of its stats. For example, my support Orianna, which plays like a mixture of Lulu, Lux, and Janna, loves Ardent for its AP, passive, and CDR. The Heal and Shield Power bonus is just the icing on the cake. She would gladly take an additional 10% CDR over 10% Heal and Shield power on an item that already greatly boosts her shielding ability.

Just my two cents.

The reason for cutting it down to 2 seconds is the speed boost it grants, and I didn’t think about whether popping shield would end the boost. Granting an MS boost for a flat duration seems like the better idea.

Yeah, I threw that CDR/HSP trade-off together on a whim. I have no problem with making Redemption more popular for tanky supports with heals and shields. It gives them a choice between emphasizing tankiness or healing. I also have no problem with making Redemption less popular for enchanters, since they have access to alternate items like Athene’s Unholy Grail and Michael’s Crucible. But I would have a problem with not compensating enchanters for losing the crutch of late-game shield spam.

Unique shield effects sound like a great way to compensate them. Itemization trade-offs would be broader (and faster) but harder changes. Any ideas?
