My LoLReplay won't open and my BaronReplays cannot find the game ID.

Na.op.gg is what I use. Doesn't work between patches, but it uses Riot's spectator system, so updates won't break its ability to record.

Note: it uses a .bat file to find where you have League installed and start up the game in spectator mode. Chrome assumes any and every .bat for is malware.

how do i get the spectator data off of that site,i go there and everything is in some korean language

Under the "Renew Data" button there's a button that says "Open Current Game Info". When you start a game, click that button. At the top of the current game info there should be a red record button (can't remember the exact text there).

When your game is over, hit the "Renew Data" button. You might have to wait a few minutes, but the game will show up with a grey Replay button above it.

Most of the site is in English with the exception of error messages. If you're still getting Korean, click the globe in the top right and select English.
