(Champion Concept) Rion, The Demacian Drone
This is my second champion concept (first is Dragos and Milan) and I am looking for constructive criticism first and foremost.
Rion, The Demacian Drone
A bit of why its Demacian: I hadn't seen a new Demacian come out in a while. So i wondered where all of their champions went? I decided the must be using drones now instead of champions because they seem to have fallen off somewhere...
Rion is a melee fighter/semi ranged, who specializes in singling out and locking down potential threats.
Rion's passive: upon using an ability Rion gains bonus movement speed that decays over 3 seconds.
10/12/14/16/18/20/22/24/26/28/30/32/34/36/38/40/42/44 bonus movement speed
Rion's Q:
Defense form: Rion puts up a shield for the next 4 seconds that blocks the next incoming ability or basic attack.
If something is blocked Rion gains a 60/80/90/100/120 (+1% of maximum health) shield
and 10/15/20/25/30 armor and magic resist that both last 3 seconds each.
Attack form: Rion charges his fist empowering his next basic to deal
10/25/40/60/90 (+.5 bonus attack damage) to 30/60/90/120/150 (+.5 total attack damage) bonus damage. depending on how long charged (.5 to 3 seconds).
Cooldown: 10/9/8/7/6
Energy cost: 60/55/50/50/50
Rion's W:
Defense form: When in defense form Rion gains points in a shield, Permanently, every time an enemy (or neutral) unit is slain (gains more health if he kills it).
3/4/5/6/7 if he is near it.
5/6/7/8/9 if he kills it.
Activate the ability and the shield is active for the next 8 seconds.
Example: he kills 100 minions when it is at rank 1. He activates his W and he gets a 500 point shield for the next 8 seconds.
Attack form: Rion slams his fist into the ground sending out a shock wave to nearby locations. Enemies (and neutral monsters) take damage depending on how close they are to Rion when he uses this ability, and are stunned for a short period of time.
Damage: 20/40/60/90/120 (+.6 total attack damage.)to 40/80/120/180/240 (+.6 total attack damage)
stuns enemies hit for .5/.75/1/1.25/1.5 seconds
Energy cost: 50/45/40/35/35
Cooldown: 14/13/12/11/10
Rion's E:
Defense form: Rion dashes to targeted location electrocuting and knocking away any enemies/neutral monsters along the way.
deals 20/40/60/80/100 (+.5 ability power)
Attack form: Rion uppercuts targeted unit knocking them up and dealing physical damage to them.
Deals 20/50/70/90/110 (+.7 total attack damage).
Knocked up for .25/.5/.75/1/1.25
Energy cost: 45
Cooldown: 10/9/8/7/6
Rion's Ulitmate: Rion starts with a point in his ultimate at the beginning of the game.
What it does: Rion can switch between Defense and Attack form. Each form has its own unique qualities. Throughout all ranks it takes .25 seconds to switch forms.
Rank 1: the basics, he can switch between forms
Ranks 2-4:
Defense form: after not taking damage for 6 seconds Rion gains a shield that has 100/150/200 (+ 50% of combined armor and magic resist) hitpoints. (shield does not carry over between forms)
Attack form: Rion passively has 10/20/30 bonus armor penetration (armor penetration does not carry over between forms)
No energy cost
Cooldown: 6 seconds

Edit 1: bolded a few things to make it look more tidy. Will add names to the abilities soon.
Edit 2: tidied up a bit, added a bit of damage to his W depending on how close they are to him.

Range: 125 (melee, defense form)
Range: 250 (melee, attack form)
Attack damage: 57 (+3.4/level)
Attack Speed: 0.66 (+3%/level)
Armor: 17 (+3.5/level)
Magic Resist: 30 (+1.25 per level)
Movement speed: 335
Those are the base stats for Rion, The Demacian Drone. Please give me some more feedback/constructive criticism! If you see something that seems out of place please tell me and I will do my best to edit it! Thanks!

Edit 4: appearance:
Robot, Gray-black, built like Vi (looks like her), electric blue eyes, armored all over.
In attack form: Same but on the arms small, electrified blades slide out that double his range. A bit more space between armor with more weak points than in defense form.

YAY I CAME UP WITH A SKIN IDEA!
Skin(s): Rogue Rion:
Appearance: silver/red/black, Anarchy symbols on arms and shoulders. Red eyes. all electricity is red.
In Attack Form: electrified blades glow red. Weak points give off an alternating red green blue glow.
Also cast time on ult reduced to .25 seconds. Complete redo on his defensive W. Reduced his base and scaling health.
